Is it possible to detect a false negative?

Yes, fentanyl can be present in various forms such as powder, pills, liquids, solids in very minute quantities.

Fentanyl may be mixed or combined with other compounds, so the wipe may not detect low levels of fentanyl.

A negative/no result on the test cannot guarantee that a harmful drug like fentanyl or other harmful opioids are not present, in another part of the sample or at an undetectable level, and at no time can/should this information be used to assert that a substance is safe.
